Fuel Tank Joint Weld May Fail

The failed weld may allow fuel to leak, increasing the risk of a fire in the presence of an ignition source.

Summary

Honda (American Honda Motor Co.) is recalling certain 2019 CR-V vehicles. The joint weld between the fuel tank and the vapor return line may have been insufficiently welded, causing the weld to fail.

 

Remedy

Honda will notify owners, and dealers will replace the fuel tank, free of charge. The recall began September 16, 2019. Owners may contact Honda customer service at 1-888-234-2138. Honda’s number for this recall is A5I.

BACKGROUND

During manufacturing, the vent pipe on the evaporative return line was not properly welded to the fuel tank and may separate. Customers may notice a fuel smell or a leak. A fuel leak in the presence of an ignition source could result in a fire.

California residents only: This safety recall also affects emissions. Have the service advisor give the certificate to the customer as proof that the recall was completed.

FUEL TANK REPLACEMENT PROCEDURE

  1. Relieve the fuel pressure.

1.1 Remove the emergency fuel funnel from the cargo area.

1.2 Insert the emergency fuel funnel into the fuel filler neck to relieve the pressure in the tank.

1.3 Turn the ignition to ON, but do not start the engine.

1.4 Connect the i-HDS. From the System Selection Menu select the PGM-FI system, select Function Test, and select FUEL PUMP OFF Follow the test instructions for starting the engine and idling until it stalls.

1.5 Turn the ignition to OFF.

 

  1. Disconnect the 12-volt battery.
  2. Drain the fuel tank.

3.1 Remove the rear seat foot covers, then remove the bolts.

3.2 Lift the rear seat cushion, and secure it in the up position with a bungie cord.

3.3 Remove the fuel tank unit (fuel pump module assembly) access panel.

3.4 Disconnect the fuel tank unit connector.

3.5 Wrap a shop towel around the fuel line quick-connect fitting, then disconnect it.

 

NOTE

Do not remove the fuel line retainer from the fuel tank unit as it will be reused.

3.6 Unlock the fuel tank unit cam lock ring.

3.7 Remove the fuel tank unit.

 

NOTE

The new fuel tank comes with a tank unit O-ring.

3.8 Using a hand pump, a hose, and a container suitable for fuel, draw the fuel from the fuel tank.

5.1 Unbolt the No. 2 propeller shaft at the rear differential and the propeller shaft protector. Once unbolted, let the propeller shaft hang to the side and secure it with a strap to avoid stressing the carrier bearing.

5.2 Secure the bungie cord or other line that is supporting the propeller shaft to a cool surface away from the exhaust pipe such as an exhaust hanger. It is okay if the propeller shaft touches the exhaust.

 

  1. Remove the left side rear inner fender.

  1. Remove the fuel tank.

8.1 Remove the fuel tank protector.

8.2 Remove the fuel tank guard pipe (if needed).

8.3 Disconnect the EVAP canister line hose.

8.4 Remove the fuel fill pipe clamp.

8.5 Place a tranmission jack or other support under the fuel tank, then remove the fuel tank straps and nut.

 

NOTE

Make sure the support has casters as you will need to move the tank around to guide the filler pipe out through the rear subframe.

8.6 Remove the fuel tank assembly.

 

NOTE

As you lower the fuel tank assembly, remove the fuel tube from the tank.

 

  1. Install the original fuel tank unit into the new fuel tank.

Make sure you use the new O-ring that came with the fuel tank.

  1. Install the new fuel tank; install the tank straps and bolts as shown.

  1. Install the following components in the reverse order of removal:
  1. Connect the fuel lines, and confirm the fuel line connection by doing a push, pull check. Then, fill the fuel tank with the fuel from the original fuel tank.

 

NOTE

The original retainer on the fuel tank unit can be reused. If it was removed from the fuel line or damaged, replace it.

  1. Check for fuel leaks before installing the fuel sending unit access panel.
    • Connect the battery.
    • Connect the fuel tank unit connector, then turn the ignition to ON, but do not start the engine. After the fuelpump runs for 2 seconds, the fuel line will be pressurized.
    • Repeat step 13.2 two or three times, then check for fuel leakage.
  2. Install remaining parts in the reverse order of removal.

 

  1. California residents only: Fill out a Vehicle Emissions Recall – Proof of Correction certificate, and use A5I as the recall number. Have the service advisor give the certificate to your customer, and advise him or her to keep it as proof that the recall was completed. Your customer will need to submit this certificate to the DMV only if the DMV requests it. If you need more certificates, use reorder number Y0657.

WHAT IS THE REASON FOR THIS NOTICE?

Honda has decided that a defect which relates to motor vehicle safety exists in certain 2019 model year CR-V vehicles. Due to insufficient welding, the joint weld between the fuel tank and the vapor return line may separate, potentially resulting in fuel leakage. The consequences of this defect include:

 

SAFETY CONSEQUENCE

Fuel leakage in the presence of an ignition source increases the risk of a fire.

EMISSION CONSEQUENCE

Fuel leakage will release air pollutants, which may exceed evaporative emissions standards. Your vehicle may fail a state or local emissions inspection if you do not have this recall repair done.

 

WHAT WILL HONDA DO?

The dealer will replace the fuel tank for free.

 

WHAT SHOULD YOU DO?

Please call any authorized Honda dealer and make an appointment to have the fuel tank replaced for free. Once you make an appointment to repair your vehicle, be advised that the total repair process may take approximately 2 hours. However, your dealer can provide you with a better estimate of the overall time for this service visit, as may be necessary to make your vehicle available for a longer period of time. If you are not the only driver of this vehicle, please advise all other drivers and passengers of this important information!

Statement by American Honda Regarding Fuel Tank Recall: 2019 Honda CR-V  

  • 134 vehicles are affected in the United States
  • For Free: Fuel tanks will be replaced
  • No reports of related fires or injuries

TORRANCE, Calif. – August 7, 2019 – American Honda will voluntarily recall 134 model-year 2019 Honda CR-V vehicles in the United States to replace their fuel tanks, for free. An improper weld attaching a vapor return hose on the top of the fuel tank could result in a vapor or liquid fuel leak. Fuel leakage in the presence of an ignition source increases the risk of a fire, and evaporative emissions regulations prohibit fuel vapor leaks. Honda has received no reports of fires or injuries related to this issue.

Honda encourages each owner of an affected vehicle to schedule a repair appointment with an authorized dealer as soon as they receive notification of this recall from Honda. Mailed notification to owners will begin in late-Sept. 2019. Owners of these models can also determine if their specific vehicles are included in the recall by visiting www.recalls.honda.com or by calling (888) 234-2138.

Supplier manufacturing records identified a specific production period during which fuel tanks were affected by an improper manufacturing process. There is 100% traceability between the suspect parts and the VIN such that similar vehicles not included in the recall were equipped with good parts.

Defect description:

The joint weld between the fuel tank and the vapor return line was insufficiently welded on certain vehicles.  Over time, vibrations and heat cycling can cause the weld to separate, potentially resulting in a fuel leak.  Fuel leakage in the presence of an ignition source increases the risk of a fire.

Chronology:

May 31, 2019

Honda received the first claim of a fuel leak and launched an investigation.

 

June 2019

The failed part was returned to the supplier for analysis.  The supplier confirmed the vapor return line joint was insufficiently welded.  Although manufacturing records show the weld was insufficient, the supplier had not been notified of the failure by its quality check system and therefore shipped the fuel tank to Honda.

 

July 8, 2019

The supplier informed Honda that in December 2018, two replacement welding stations were installed on the manufacturing line and a quality check system was not implemented on the new tooling.  The absence of a quality check system, along with errors in operation, allowed the insufficiently welded fuel tanks to enter the market.

 

July 25, 2019

Honda determined that a defect related to motor vehicle safety existed and decided to conduct a safety recall.

 

As of July 25, 2019, Honda has received one warranty claim, two field reports, and no reports of injuries or fires related to this issue.

Program for remedying the defect:

Registered owners of all affected vehicles will be contacted by mail and asked to take their vehicle to a Honda automobile dealer.  The dealer will replace the fuel tank for free.

Because the new vehicle limited warranty on all affected vehicles would have provided a free repair for the problem addressed by this recall, without any payment by the owner, reimbursement for pre-notification repairs will not be offered.
