NHTSA Recall 19E-071

IMPORTANT SAFETY RECALL

This notice applies to your vehicle:  XXXXXXXXXXXXXXXXX

Dear Honda Powersports Customer:

This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.

WHAT IS THE REASON FOR THIS NOTICE?

Honda has determined that a defect which relates to motor vehicle safety exists in the Honda Genuine Accessory rear carrier that may have been installed on certain 2019 and 2020 Monkey motorcycles. The carrying capacity for the rear carrier is lower than specification, therefore, the rear carrier can break when carrying less than its stated maximum capacity. If the rear carrier breaks while the motorcycle is in motion, the rear carrier can interfere with the motorcycle or fall into traffic, increasing the risk of a crash.

Please refer to the illustration to the right to determine if your motorcycle is equipped with the affected rear carrier.

WHAT WILL HONDA DO?

If equipped, the dealer will uninstall the rear carrier and replace any related mounting hardware for free. Since no replacement rear carrier will be available, a refund will be issued in exchange for the rear carrier.

WHAT SHOULD YOU DO?

Please call any authorized Honda Powersports dealer and make an appointment to have the rear carrier uninstalled and any related mounting hardware replaced for free. Once you schedule an appointment for your motorcycle, be advised that the process may take approximately 30 minutes. However, your dealer can provide you with a better estimate of the overall time for this service visit, as it may be necessary to make your motorcycle available for a longer period of time.

We recommend an authorized Honda Powersports dealer perform this procedure. However, if you installed this rear carrier, have basic mechanical skills, and the proper tools, feel free to follow the enclosed instructions to remove the rear carrier and return the motorcycle to its original condition. After you uninstall the rear carrier, bring the carrier along with this letter, which contains the VIN, to a dealer who will issue reimbursement. If you are not the only rider of this motorcycle, please advise all other riders of this important safety information.

For assistance locating a Honda Powersports dealer, you may call Honda Powersports Customer Service at:(866) 784-1870 or use the “find a dealer” option on www.powersports.honda.com.

CHECK YOUR MOTORCYCLE FOR OPEN RECALLS

You can check your motorcycle’s eligibility for repair under this or any other recall. Please access the Honda recall lookup tool at www.powersports.honda.com/recalls.aspx and enter your VIN.

OWNER INFORMATION

You received this recall notice because government regulations require that notification be sent to the last known owner of record.

Component:Honda Genuine Accessory Rear Carrier for 2019MY Monkey
Part No.:08L70-K0F-A00
Country of Origin:Thailand
Manufacturer:Chaiyoot Factory (1988) Co., Ltd.

Description of the basis for the determination of the recall population:

The recall population was determined based on manufacturing records.

Description of how the vehicle equipment differ from similar equipment not included in the recall:

All accessory rear carriers are subject to recall. Although the rear carrier was designed specifically for 2019MY Monkey motorcycles, it is possible for the rear carrier to be installed on 2020MY Monkey motorcycles. Because accessory rear carrier sales are not tied to specific VINs, owners of all identified 2019MY and 2020MY Monkey motorcycles will be notified of the recall.

573.6(c)(3)

Total number of potentially affected vehicle equipment: 645

573.6(c)(4)

Percentage of affected vehicle equipment that contain the defect: 100%

573.6(c)(5)

Defect description:

The carrying capacity for the Honda Genuine Accessory rear carrier is lower than specification. As a result, the rear carrier could fracture when carrying less than its stated maximum capacity. If the rear carrier fractures while the motorcycle is underway, the rear carrier could either interfere with the motorcycle or fall into traffic, increasing the risk of a crash.

573.6(c)(6)

Chronology:

May to June 2019

Honda received the first report of a broken rear carrier from the Japanese market and launched an investigation.

July 2019

Three additional reports of a broken rear carrier were received from the Japanese market.

August 2019

Preliminary analysis suspected improper design specifications reduced the strength of the rear carrier and made it susceptible to fracture, even when carrying less than the stated maximum capacity of 3 kg.  Honda continued its investigation.

October 10, 2019

Honda determined that a defect related to motor vehicle safety existed and decided to conduct a safety recall.

As of October 10, 2019, Honda has not received any warranty claims or field reports, nor any reports of injuries or crashes related to this issue from the U.S. market.

573.6(c)(8)

Program for remedying the defect:

Registered owners of all 2019MY and 2020MY Monkey motorcycles will be contacted by mail and, if they have purchased the Honda Genuine Accessory rear carrier, will be asked to immediately stop using the rear carrier.  The owner can take their motorcycle to a Honda Powersports dealer and have the rear carrier uninstalled for free or uninstall the rear carrier themselves.  Owners will also be notified to return the rear carrier to a dealer for reimbursement.  No replacement rear carrier will be available.

Because the Honda Accessories warranty would have provided a free repair for the problem addressed by this recall, without any payment by the owner, reimbursement for pre-notification repairs will not be offered.  Owners who did not purchase the Honda Genuine Accessory rear carrier are not affected by this recall.

The estimated date to start notification to dealers: October 14, 2019

The estimated date to start notifications to owners: December 16, 2019

573.6(c)(10)

Representative copies of all notices, bulletins and other communications:

A copy of the dealer service bulletin, the final customer notification letter and other dealer communication will be submitted to your office as soon as possible.

A draft of the owner notification letter will be submitted to your office as soon as possible.
