Description of the basis for the determination of the recall population:
The recall population was determined based on manufacturing records and supplier part production records. The manufacturing range reflects all possible vehicles that could potentially experience the problem.
Description of how the vehicles being recalled differ from similar vehicles not included in the recall:
Vehicles being recalled are equipped with fuel pump modules containing impellers produced during specific periods under specific circumstances (lower density impellers exposed to production solvent drying for longer periods of time). Similar vehicles not included in the recall are equipped with fuel pump modules that were not subject to the above conditions.

Defect description:
Affected vehicles may be equipped with a fuel pump module manufactured with low density impellers. If the surface of a lower density impeller is exposed to production solvent drying for longer periods of time, higher levels of surface cracking may occur. These cracks may lead to excessive fuel absorption, resulting in impeller deformation. Over time, if an impeller deforms to a point that it creates sufficient interference with the fuel pump body, the fuel pump becomes inoperative, which may cause illumination of the Malfunction Indicator Lamp in the instrument panel. Fuel pump inoperability could prevent an engine from starting or stall an engine while driving, increasing the risk of a crash.
573.6(c)(6)
Chronology:
May 21, 2020
Honda determined that a defect related to motor vehicle safety existed and decided to conduct a safety recall (NHTSA ID no. 20V-314).
September – October 2020
Since the primary contributor to impeller swelling was the development of surface cracks on low density impellers exposed to production solvent drying for longer periods of time, Honda conducted further analysis on impeller density to improve accuracy of the criteria used to determine part toughness. Honda
found that the composition of non-resin material (glass fiber and calcium carbonate) in the impeller was highly variable, which led to high variance in impeller density measurements. To minimize variation, the non-resin material was removed with heat application, and the remaining resin material was measured to determine resin density. When applying resin density instead of the overall density to the criteria used to determine part toughness in failed returned field parts, resin density provided increased accuracy in predicting part failure. The updated criteria was then applied to all fuel pump manufacturing lots built during the suspect period to determine the likelihood of part failure.
March 19, 2021
Honda determined that a defect related to motor vehicle safety existed and decided to conduct a safety recall to include additional vehicles.
As of March 19, 2021, Honda has received 583 warranty claims, 166 field reports, and no reports of injuries or crashes related to this issue.
573.6(c)(8)(i)
Program for remedying the defect:
Registered owners of all affected vehicles will be contacted by mail and asked to take their vehicle to an Acura or Honda
dealer. The dealer will replace the fuel pump assembly for free. Owners who have paid to have these repairs completed at their own expense will be eligible for reimbursement, in accord with the recall reimbursement plan on file with NHTSA.
573.6(c)(8)(ii)
The estimated date to start notification to dealers: March 26, 2021
The estimated date to start notifications to owners: May 18, 2021
573.6(c)(10)
Representative copies of all notices, bulletins and other communications:
A copy of the dealer service bulletin, the final customer notification letter and other dealer communication will be submitted to your office as soon as possible.
A draft of the owner notification letter will be submitted to your office as soon as possible.

BACKGROUND
Affected vehicles may be equipped with a fuel pump module manufactured with low density impellers.
The low density impellers may absorb fuel over time and deform. If an impeller deforms to a point that
it creates sufficient interference with the fuel pump body, the fuel pump becomes inoperative, which
may cause illumination of the Malfunction Indicator Lamp in the instrument panel.
REPAIR
Replace the fuel pump motor with a properly manufactured part.
PARTS
Parts are currently available for the Accord 2.0T, Civic Si, and Insight models through the controlled parts
ordering system. We are working to prepare remedy parts as soon as possible and will notify you when
parts become available for the remaining models.
TOOLS
Four pairs of the Denso Fuel Module Separators were shipped last May 2020 which can be used for this
expansion. Due to very limited supplies, please refrain from ordering additional tools unless
necessary.
Please be advised that this tool will be needed for the Fit and HR-V 2WD models only.

Re: UPDATE-EXPANSION-Stop Sale/Safety Recall: 2018-2020 Multi-Model Fuel Pump Motor
PARTS AND SERVICE BULLETIN UPDATE
Please be advised that as of today, May 11, 2021, parts are available for the 2019 Fit and 2019 HR-V
models through the controlled parts ordering system under the following service bulletins:
21-023, Safety Recall: 2019 Fit Fuel Pump Motor
21-024, Safety Recall: 2019 HR-V (2WD) Fuel Pump Motor
21-025, Safety Recall: 2019 HR-V (AWD) Fuel Pump Motor
These bulletins include parts, repair, and warranty information related to this recall.
SUMMARY
On March 25, 2021, American Honda notified NHTSA of a stop sale and safety recall for certain 2018-2019
CR-V, 2019-2020 Accord, Civic Hatchback , Insight, 2019 Accord Hybrid, Civic, Civic Si, Civic Type R, Fit, HR-V,
Odyssey, Passport, Pilot and Ridgeline units for fuel pump modules manufactured with defective
impellers. A defective impeller may cause the fuel pump to become inoperative which could prevent the
engine from starting or stall the engine while driving, increasing the risk of a crash. Refer to your
eResponsibility report or do an iN VIN status inquiry to determine which units in your inventory are affected.
Please note that as of today, parts are available for all models in this expansion. The placeholder service bulletin
will be removed at this time. Thank you.
Failure to repair a vehicle as necessary prior to sale may subject your dealership to claims or lawsuits.
As always, be sure to do an iN VIN status inquiry for all vehicles passing through your dealership to
determine eligibility for any open campaigns.

For one or more of the campaign(s), the DMV will not renew your vehicle’s registration until the emissions
recall(s) has been completed. After completing the repair procedure(s), be sure that your dealer gives you
a Vehicle Emission Recall – Proof of Correction certificate for each campaign. Please make sure the
dealer completes and provides you the certificate for each emission campaign as Honda may no longer
be automatically reporting completion for one or more of these campaign(s). Keep the certificate for your
records as proof that the emissions recall was completed. Submit the certificate(s) to the DMV if the DMV
requests it.
