Summary
Honda (American Honda Motor Co.) is recalling certain 2019 Clarity Fuel Cell, Clarity Electric, and Clarity Plug-in Hybrid vehicles with rear seat belt assemblies with a dual-mode locking mechanism. The seat belt webbing sensor locking mechanism may not lock as intended.
Remedy
Honda will notify owners, and dealers will inspect the rear seat belt assembly production dates, and replace the assemblies, as necessary, free of charge. The recall began July 24, 2020. Owners may contact Honda customer service at 1-888-234-2138. Honda’s number for this recall is Z7L.

BACKGROUND
When quickly extending the rear seat belt(s), the rear seat belt retractor may not lock. The retractor mechanism within the rear seat belt(s) does not allow the spring to properly engage the locking gear.
CUSTOMER NOTIFICATION
Owners of affected vehicles will be sent a notification of this campaign.
Do an iN VIN status inquiry to make sure the vehicle is shown as eligible.
Some vehicles affected by this campaign may be in your new or used vehicle inventory. Repair these vehicles before they are sold.
CORRECTIVE ACTION
Inspect the seat belt tag to confirm the lot ID number, then replace the seat belt assembly(s) as needed.

INSPECTION PROCEDURE
Inspect each rear seat belt tag. Refer to the photos for tag locations. If the tag shows a Lot ID number listed in the table on page 5, replace the seat belt assembly.

REPAIR PROCEDURE
- Remove the rear seat cushion.
- Remove the left and right side seat-backs.
- Remove the rear seat-back.
Electric and Plug-In Hybrid
3.1. Fold down the left rear seat-back, release the fasteners, remove the bolts, then remove the left rear seat-back.
3.2. Pull out the center seat belt through the slit in the center seat belt guide.
3.3. Remove the center bracket.
3.4. Fold down the right rear seat-back, remove the clips, release the fasteners, remove the bolt, then remove the right rear seat-back.
Fuel Cell
3.1. Pull out the center seat belt through the slit in the center seat belt guide.
3.2. Remove the bolts.
3.3. Remove the rear seat-back.
- Remove the left and right C-pillar Trim.
4.1 Pull back the rear door seal as needed.
4.2 Hit the upper area of the C-pillar trim with a rubber mallet, and push the upper clip against the body.
NOTES
- Hitting the upper clip breaks the projections on the pin and pushes it into the grommet on the body.
- When installing, make sure to replace the upper clip with a new one.
4.3 Pull back the C-pillar trim, then remove the upper clip from the body.
4.4 Remove the C-pillar trim.
- Remove the left and right D-pillar trim.
- Remove the left and right C-pillar lower trim.
- Remove the rear shelf trim.
- Remove the rear seat belt lower anchor bolt.
- Remove the rear seat belt assembly.
- Replace the seat belt assembly using the correct kit from the parts table.
- Install all of the removed parts in the reverse order of removal, replace must-replace clips, and torque all fasteners to their specified values. Refer to the service information.

The recall population was determined based on manufacturing records and supplier part production records. The manufacturing range reflects all possible vehicles that could potentially experience the problem.
Description of how the vehicles being recalled differ from similar vehicles not included in the recall:
Supplier part production records identified a specific production period during which rear seat belt assemblies were affected by an improper manufacturing process. Similar vehicles not included in the recall were installed with rear seat belt assemblies manufactured outside of the suspect production period.

Defect description:
The rear seat belt assemblies installed on affected vehicles have dual locking mechanisms that operate independently of one another to lock the seat belt: the vehicle sensor, which engages during vehicle deceleration, and the webbing sensor, which engages during rapid seat belt extension. Due to incorrect manufacturing of the rear seat belt assembly, the webbing sensor in the assembly could become inoperative and, if the vehicle sensor fails to engage during a crash, proper restraint may not be provided to a belted occupant, increasing the risk of an injury.

Chronology:
September 9, 2019
The supplier informed Honda that another automaker experienced a defect in the dual locking mechanism in the same type of rear seat belt assembly supplied to Honda. The tooling used to produce the rear seat belt retractor, which was recently adjusted during summer production shutdown, could inadvertently bend the pawl spring and render the webbing sensor inoperative. Honda requested that the supplier provide additional information about the defect and expected occurrence rate.
October 8, 2019
The supplier informed Honda the defect was limited to the webbing sensor โ the vehicle sensor remained operational and able to engage regardless of the webbing sensorโs operability. Based on this information, Honda judged the rear seat belts were in compliance with FMVSS 209, Seat belt assemblies. The supplier predicted very few future occurrences and Honda decided to continue monitoring the situation.
December 2019 to January 2020
Honda became aware that other automakers filed Defect Information Reports for rear seat belt assemblies similar to those installed in Honda vehicles.
February 14, 2020
Honda became aware that the supplier and NHTSA had met regarding the design of the supplierโs rear seat belt assemblies.
March 6, 2020
Honda became aware that the supplier had submitted a Defect Information Report for rear seat belt assemblies supplied to seven automakers, including Honda.
May 28, 2020
Honda determined that a defect related to motor vehicle safety existed and decided to conduct a safety recall.
As of May 28, 2020, Honda has not received any warranty claims or field reports, nor any reports of injuries related to this issue.

Program for remedying the defect:
Registered owners of all affected vehicles will be contacted by mail and asked to take their vehicle to a Honda automobile dealer. The dealer will inspect the manufacturing labels on the left, center, and right rear seat belt assemblies. If the label indicates the rear seat belt assembly was produced during the suspect manufacturing period, the rear seat belt assembly(s) will be replaced for free. Because the new vehicle limited warranty on all affected vehicles would have provided a free repair for the problem addressed by this recall, without any payment by the owner, reimbursement for pre-notification repairs will not be offered.

TORRANCE, Calif., June 8, 2020 โ American Honda will voluntarily recall 128 modelyear 2019 Honda Clarity Electric, Fuel Cell and Plug-in Hybrid vehicles in the United States to inspect and, if needed, replace rear seat belt retractors, for free. Certain incorrectly manufactured rear seat belt retractors may not lock the seat belt in place during a crash, potentially increasing the risk of injury to occupants. Honda has not received any report of injury related to this issue.
Honda is announcing this recall to encourage each owner or lessee of an affected vehicle to take it to an authorized dealer as soon as they receive notification of this recall from Honda. Mailed notification to owners will occur in mid-July 2020. Owners of these models can also determine if their specific vehicles are included in the recall by visiting www.recalls.honda.com or by calling (888) 234-2138.
