Noncompliance description:
The automatic locking retractor (ALR) function on the second row center seat belt assembly may improperly deactivate. If the seat belt webbing is pulled out to the end and the ALR deactivates, the seat belt webbing can retract or extend freely, preventing proper child seat restraint with the seat belt. ALR deactivation does not comply with the requirements FMVSS 208, Occupant Crash Protection, increasing the risk of injury to the child seat occupant.
573.6(c)(7)
Determination of noncompliance:
September 2021
Routine factory quality inspections of new vehicles identified movement in the second row center seat belt after the seat belt webbing was pulled out to the end. The seat belt supplier was informed of this discovery and the supplier identified specific seat belt production lots where the material used by the Tier-2 supplier of the ALR lever was contaminated, which reduced the ALR lever holding force and resulted in improper ALR deactivation.
October 2021
The seat belt supplier confirmed the cause of the ALR lever contamination at a Tier-2 supplier.
November 11, 2021
Honda determined that a FMVSS noncompliance existed and decided to conduct a noncompliance recall.
573.6(c)(8)(i)
Program for remedying the noncompliance:
Registered owners of all affected vehicles will be contacted by mail and asked to take their vehicle to an authorized Honda dealer. The dealer will replace the second row center seat belt assembly with a new assembly for free.
Owners who have paid to have these repairs completed at their own expense will be eligible for reimbursement, in accord with the recall reimbursement plan on file with NHTSA.

Description of how the vehicles being recalled differ from similar vehicles not included in the recall: Supplier records indicate the suspect seat belt assemblies were limited to two production lots. Similar vehicles not included in the recall were equipped with seat belt assemblies made to specification. Identification of affected component: Component: Second row center seat belt assembly Part No.: TBD Country of Origin: Mexico Manufacturer: Autoliv ASP, Inc. 573.6(c)(3) Total number of potentially affected vehicles: 4,346 573.6(c)(4) Percentage of affected vehicles that contain the noncompliance: 100% Make/Model Model Year Dates of Manufacture Number of Vehicles Honda Accord Sedan 2021 08/20/2021 to 09/13/2021 3,068 Honda Accord Hybrid 2021 08/20/2021 to 08/20/2021 60 Honda CR-V 2021 08/26/2021 to 09/08/2021 346 Honda CR-V Hybrid 2022 09/01/2021 to 09/08/2021 101 Honda Insight 2022 08/25/2021 to 09/09/2021 419 Honda Ridgeline 2021 09/01/2021 to 09/03/2021 352 573.6(c)(5) Noncompliance description: The automatic locking retractor (ALR) function on the second row center seat belt assembly may improperly deactivate. 573.6(c)(7) Determination of noncompliance: September 2021 Routine factory quality inspections of new vehicles identified movement in the second row center seat belt after the seat belt webbing was pulled out to the end. The seat belt supplier was informed of this discovery and the supplier identified specific seat belt production lots where the material used by the Tier-2 supplier of the ALR lever was contaminated, which reduced the ALR lever holding force and resulted in improper ALR deactivation. October 2021 The seat belt supplier confirmed the cause of the ALR lever contamination at a Tier-2 supplier. November 11, 2021 Honda determined that a FMVSS noncompliance existed and decided to conduct a noncompliance recall. 573.6(c)(8)(i) Program for remedying the noncompliance: Registered owners of all affected vehicles will be contacted by mail and asked to take their vehicle to an authorized Honda dealer. The dealer will replace the second row center seat belt assembly with a new assembly for free. Owners who have paid to have these repairs completed at their own expense will be eligible for reimbursement, in accord with the recall reimbursement plan on file with NHTSA. 573.6(c)(8)(ii) The estimated date to start notification to dealers: November 19, 2021 The estimated date to start notifications to owners: January 17, 2022 573.6(c)(10) Representative copies of all notices, bulletins and other communications: A copy of the dealer service bulletin, the final customer notification letter, and other dealer communications will be submitted to your office as soon as possible. A draft of the owner notification letter will be submitted to your office as soon as possible. 573.6(c)(11) Manufacturer’s campaign number: ABS, BBT, NBQ, RBR
